WASHINGTON — The company that handled a background check on National Security Agency leaker Edward Snowden is accused of defrauding the government.

The Justice Department says U.S. Investigations Services Inc. defrauded the government by submitting more than 650,000 investigations that had not been properly completed.

A civil complaint filed Wednesday says the number amounts to 40 percent of the cases the company sent the government over a four-year span through at least September 2012.

The company says that integrity and excellence are core values at USIS, which has 6,000 employees.

The government says that USIS engaged in a practice known inside the company as “dumping” or “flushing.” It involves releasing uncompleted background cases to the government and representing them as complete in order to increase revenue and profit.
