"Doomsday Clock" Countdowns Due To Maryland Budget Failure The Maryland State Education Association turned on a "Doomsday Clock" on Wednesday outlining the wide-ranging effects of about $500 million in cuts streaking across a television screen in red, as teachers, librarians and police implored Gov. Martin O'Malley and lawmakers to call a special session to repair the damage before July 1 when they would take effect.
