LANHAM, Md. (CBSDC) — As least 10 dogs, including three that are now dead, were allegedly abused by a D.C. man over the past few years, the Washington Humane Society says.

Charles Palmer, 35, was indicted on Nov. 26 by a grand jury on 14 counts — including five felony counts and five misdemeanor counts — of cruelty to animals involving 10 different dogs, according to the humane society.

Palmer was arrested earlier this week and is scheduled for arraignment on Dec. 10.

The Washington Humane Society first received a call for “significant abuse” of Palmer allegedly fighting with his dog beating him, slamming the animal to the ground repeatedly, taking him into the woods and then exiting the woods with just the leash last April, the humane society says.

Officers from the organization responded but were unable to locate the dog until two days later, when the dog was found with significant wounds. The male pit bull mix, now named Porter, was found to be suffering from two broken femurs, a displaced jaw and was missing several teeth following what the organization says is believed to be a history of “significant physical abuse.”

Porter was taken to an emergency animal hospital where he was treated for his injuries, and later to a foster home with a staff member of the Washington Humane Society where he was nursed back to health.

Another dog, Roxy was also rescued from the home in June when officers from the organization found the young female pit bull mix having difficulty standing. The humane society says Roxy had a broken front leg, broken rear femoral head, a broken rear toe and two cuts on her head. After her treatment, Roxy was taken in by a foster family who nursed her back to health and later adopted her.

During a nearly two year investigation, the humane society says it made multiple visits to Palmer’s home following several other reports by neighbors of animal abuse.

Callers reported seeing Palmer kick, beat and abuse dogs on various occasions. Witnesses also told the Washington Humane Society that the abuse resulted in Palmer killing at least three dogs between February 2011 and June 2013.

As part of the larger indictment, Palmer is also charged with one count of assault with significant bodily injury, two counts of assault and one count of destruction of property.
