LANHAM, Md. (CBSDC) — Washington has come up short in a ranking of the 10 smartest cities on the planet.

A “smart city” has been defined by Co.Exist as a city that uses information and technology to more efficiently use resources and keep costs down while improving the quality of life for its residents. A low carbon footprint is also a factor in the rankings.

According to the digital magazine, Vienna, Austria is the smartest city in the world, having ranked in the top ten nearly every category it was graded on including innovation, eco-friendliness, quality of life and digital governance.

The remaining nine cities:

3.) Paris
4.) New York
5.) London
6.) Tokyo
7.) Berlin
8.) Copenhagen
9.) Hong Kong
10.) Barcelona
