WASHINGTON (CBSDC/AP) — District of Columbia Del. Eleanor Holmes Norton is having an HIV test on Capitol Hill and says members of Congress should lead by example.

A free mobile clinic is offering tests Tuesday. Norton worked with the Congressional Black Caucus to arrange the mobile clinic.

D.C.’s nonvoting delegate to Congress says district residents should be tested either to set an example for their children or because they are part of an at-risk population. The district continues to have one of the highest HIV and AIDS infection rates, though the rate of infection has dropped recently.

Norton also says a longtime congressional ban on allowing D.C. to spend money on needle-exchange programs is responsible for the district’s high infection rate. She says fewer injection-related HIV cases have been documented since the ban was lifted.

Walgreens is offering free HIV testing at its store on Connecticut Avenue near the Van Ness Metro Station. The free testing will also be conducted from 3 p.m. – 7 p.m. Wednesday through Friday.

Wednesday is National HIV Testing Day.
