ST. LOUIS (AP) — Republican presidential candidate Mitt Romney says the government has “a moral commitment” to help every American help themselves. But he says that, right now, the country isn’t fulfilling its duties.

Romney said Thursday that President Barack Obama doesn’t understand how tough it is for the millions of unemployed people out there. He says it’s unacceptable that a record number of Americans are now living below the poverty line.

Romney’s speech at a factory in St. Louis is his latest effort to win over voters on the campaign’s top issue of the economy.

In strong language, Romney says that Obama lacked the experience to win election in 2008 and has proved he doesn’t deserve a second term.
