WASHINGTON (CBSDC/AP) — Delegate Eleanor Holmes Norton and other District of Columbia leaders are hoping Congress doesn’t interfere with local affairs while crafting a spending plan for the next fiscal year.

Norton, who has been in office since 1991, and Mayor Vincent Gray will speak at a news conference Tuesday about their strategy to prevent “riders” specific to the district from being added to the appropriations bill.

Norton’s office says the lobbying effort will be focused on reproductive rights, and it will include national abortion-rights groups. But with Republicans controlling the House, there’s little chance the district will regain the ability to spend local tax dollars on abortions for poor women. Since 1988, Congress has only allowed such spending when Democrats have controlled the House, Senate and presidency.
